December 11, 2023 DBA Minutes

The following attended our DBA meeting on December 11, 2023 that was held at The Chamber and Business Alliance.

The following are questions and answers given over the course of our meeting.  Contacts on the project are given on the last slide of the power point.

Doris:  What happens to the new stamped concrete in front of the Armory?

OHM:  No plans to touch the concrete area per Mayor Lynn and Cindy Murray, Safety Service Director

CanVan: Properties:  You say you are replacing sewer lines so what happens with our buildings and water run off ?

OHM:  Replacing under Columbus Street (North - South), downspouts and alleys will all have updates to them.  Phase 2 will be in the alley behind the properties.

Mark:  What will be the cost to the business and building owners for all the work/upgrades for the tap and backflow?

OHM:  EPA is requiring a lead service line be installed/upgraded.  EPA & Ohio Development Department working together due to a grant.  The grant will cover the cost of the new tap and the distance to the backflow.  Building and business owners will need to hire a plumber and cover cost for the pressure reduction, meter and backflow.

Kirk:  Fairground Road would seem to be the most logical answer for a byway.  

OHM, Mayor Lynn & Cindy M:  We have taken a long look at Fairground Road as it would seem to be the most logical answer.  However, in all our studies and information gathering we have found it would need to be classified as a re-journalization.  When we are talking costs long term this would mean the City takes on 100% of upkeep of the roads and bridges.  That is not a cost the City can take on and upkeep.

Mayor Lynn: We also know our light system is antiquated and we have received estimates of $500,000 to bring them current.  We have also heard how the traffic lights need to be synced but that also is another cost.  

Cindy Murray:  We need to think about making the traffic direction plan seem more desirable.

OHM: We are in discussions regularly with Mayor Lynn and Cindy in regards to the street lights, trees, design and what is covered under the grants. This will be a long process but well worth it in the long run.
